IT infrastructure is still owned and maintained by governments. It's quite normal for governments to be involved in procuring and managing the technologies that they rely on. But then all of a sudden there's this shift where, okay, the government shouldn't have any involvement in this, it should all be handled by the private sector. When does that really start to happen? I think the shift begins in around the 1960s.
