Is Russia a Chemical Weapon?

I predicted whether russia would use chemical weapons. I think it's pretty important to look at that question pretty carefully and understand kind of what is meant by a chemical weapon. They might even use chemical wep weapons and keep on doing am destroying houses and civilians and properties. So did you, i've seen you recently, like been active on mytaculus. I'm trying to predict the use of chemical weapons. Did you actually get to do a prediction on this?
