The Right Way to Fund Local Authorities
I think the approach on land value that we're looking at is definitely the right way to go. It could unleash a flow of capital that currently is totally denied by the landowners. That suddenly puts local authorities in a completely different financial position. Now, I'm not saying it won't require grants, but I don't think that the scale of ambition has to be matched by an equivalent increasing grant. So long as you enable them to get what is currently being effectively stolen.
