Is the Security Council Authorizing the Use of Force?

The security council hasn't once this century refused to authorize a non consensial military intervention that has stood a credible chance of protecting civilians. When they have, when states have intervened without authorization, illegally, under the guiseprotecting people from tyranny and persecution, the results have either been disastrous for large numbers of civilians or at best fairly inconsequential. The solution to the problem atrocities isn't more unauthorized interventions. And i think if powerful states insist on protecting for s, as they are always intent on doing so, then it's not going to do them any good by intervening in other countries' internal affairs where there is no legal right to intervene.
