In the book, i formalize theses ment over how to govern the economy in terms of three competing modes of economic governmance. The first is what i call the directive strategy, which relies on administrative guidance and the state alocation of resources that's very much rooted in china's command economy. The second is market shaping in nature, rather than market substituting; this involves use of state incentives to attract from activity to one sector over another. And then the third strategy m is what icall the regulatory strategy, which is market enhancing in nature.
