The Chinese and the Africans are both in different ways learning from roughly about 20 years of intense engagement. At the same time, as you say, there is summary energization on the US side. A lot of Africa-China engagement happened because of constraints in Africa's traditional relationships with its Western funders. It wasn't because China was so attractive to begin with.
