There seems to be two related spirals. One, both related to trust, the organizations that do trust their employees end up in these positive feedback loops. Many organizations find themselves, maybe as a consequence of what you're saying, if high employee turnover, not trusting their employees. And so as a consequence, creating more rules or the corporate desire for standardization means that they get rid of some of the autonomy that people have.
