In the early part of the 20th century, public expenditure was around 10% of national output. After the post-war period there was quite rightly an attempt to increase social security and welfare support. These are services that most people value - which helps explain why their costs tends to rise over time. Our plan is a service which will provide the best medical advice and treatment for every man, woman and child in this country. There'll be no charge for treatment.
