The Revolt in Harat and Soviet Decision Making

This chapter discusses the revolt in Harat and the exaggerated death toll reported by Western accounts. The Afghan communists, fearing a wider challenge to their power, asked Moscow to send Soviet troops. The chapter then takes us inside the Soviet Presidium to introduce the main decision makers and their views on the situation in Afghanistan. They ultimately decide that sending troops would not be a viable solution.
