There was already a precedent set by Goatee Tub Girl Rotten that these things can reach mainstream appeal, but that was still in a fairly nascent era of the internet. By the time Tub Girl comes out, it might just be that the internet was in a bigger place to kind of exacerbate like the popularity of these things and blow it way out of proportion. It's one of those interesting things where it's like the end of the article argues that like shock is bigger than ever. Even if you don't always see it, but it's not like this video or that picture. It's just the accepted form of shock is now everywhere.
