The Death Penalty and the Trauma of a Child Raped

It's against federal law to give the death penalty to rapists in this country. The first step is making sure she's safe, making sure she has counseling medical care. But the next is the next step to turn the the penalty against that innocent third party,. We don't evengive the death penalty. Why is it okay to give thedeath penalty to a child?
