The Disadvantages of a Transit Visa Loophole
The government has made some moves to close this loophole somewhat. It used to be that boats, if they spent enough time in international waters, they could utilize this transit visa loophole. The government's now honed at that definition and said that the boats have to fish entirely in international waters to be able to use this loophole. But there are still around 1,200 crew on boats who will be vulnerable to this.
