In small towns, what my grandfather and his brother-in-law did was they founded this kind of mob franchise in the town. They quickly learned to weld it into the system of the town. People told me the mayor would stop by every day and would hang out with him. Police would get paid off. And there was nothing unique about John stown. It was the same in Scranton and Schenectady,. Amarillo and Fresno and Butte, Montana - all over the place.
