Training to Failure Is No Better Than Three Repetitions in the Tank

Many people think that you really need to train at that level of intensity always in all or most of your sets to gain muscle. The evidence would suggest that training to failure is no better than leaving up to three repetitions in the tank. If you're an athlete, there is a harm in training to failure because it decreases acute power production and a chronic power production.
