Pip Standardization

Pip is public, but we'd rather you don't mess with it. We are standardizing stuff, like thoe's legacy, jason api,. That's like such a nightmare to maintain. But this is about packaging, so it doesn't necessarily tie to an individual python release. See python for their hython enhancements.
