In many places, politics isn't essentially concerned with control over territory or population. It is much easier to set up shop along thes skine of narrow pathways t the karake routes were where people actually pass through. So in many cases, roadblocks are a reflection not of the extension of centralized state power but rather people's efforts to try and deal with the nefarious side effects of outsiders.
