The Second Empire - Orks and Trolls

I took them as an analogy for orks and trolls from standard fantasy books. They're just the race that is there to destroy things and be mercilessly mowed down without having to feel bad about it, because all they do is destroy shat. That may well be the case, but the main piece of evidence against that is that this is the second empire that's dealing with them. And if they were just orks, uther would kil them all. You know, there's a lot of things uther didn't quite get around to doing, just is true? He only has forty years, ye, i think. I think he did nothing wrong in regard to trolls.
