The conditions were just not as favorable during that period for the kind of project politically that people were talking about. And a lot of this comes down to the kinds of institutions which are associated with the different options. So at the extremes, you have the social democracy of Bernstein, where you are constrained by what is electorally feasible. If you try to do stuff which is considered very, very radical and very disruptive and changes things very rapidly, then there will probably be some kind of electoral reaction to that.
