Why Not Just Ban CIs?

I would like to see that if CIs continue, they do so independently by universities. They're not embedded in nine universities, just as they can get their own premises and conduct themselves according to UK law. I think you impose the conditions, which mean that they cannot operate within universities in a way that allows them to influence what the university is doing in teaching. We shouldn't actually have them within the fabric of universities. And why not go for a complete ban then? Because this is a politically controversial topic at the moment.
