"This passive view of police where the police are just conduit, I think looks really unattractive," he says. "What should strategic police ever look like? Or rather, if just policing is strategic, well now how should police exercise a defense discretion and sort of make decisions about using their resources?" He adds: "Given the kinds of non-ideal model and assumptions that I make, it looks really unatt attractive."
