The Case of Cindy James
Richmond detectives determined a pattern in the Cindy James case. There would be periods where nothing occurred, and then phone calls and threatening letters began. An attack would then occur, and then the threats would cease for a short period of time. In response, Richmond authorities went about installing permanent surveillance at Cindy's house.
