I don't think it's realistic to presume like some people do that you can get rid of group identity full stop. But there is a spectrum with Rwanda at the height of the genocide on one end and something at the other end. And it's clear to me that you can make incremental progress away from Rwanda and towards the ideal where I would argue people are primarily viewing themselves as individuals.
