Pushing people to say yes upfront is not a good strategy. What he actually tells us to do is you want the other person to say no. Most of the time people get suckered into feeling they say yes, when they don't actually mean it. So what you want to do in a conversation is to try to steer the conversation to indirectly manipulate them to say no and then the negotiation starts.
