M k ultra expanded the scope to include american citizens. They wanted to experiment on urban populations and prisoners. Since they certainly weren't going to conduct these experiments in levett town, they needed a proxy who could find a new kind of expendable. And as it happened so often, it was the exploration that turned out to be the nasty business.
