After Exxon Valdez, federal agencies had been tasked with trying to sort of train for a more effective response to the worst case scenario of an oil spill. It took EPA and others two months almost to figure out how to face up to what was actually happening on the Gulf Coast. "I was so struck by the ways that people in very reasonable ways were linking the oil spill to their own lives," she says.
