Building a Stall in Python

When you pip an stall, it says, it builds up that that name and says, d o you have this as a biner? Give it to me. This is one of the main innovations, ideas, or philosophy's behind conda. It's also one of the reasons that names are normalized. There's no difference between a dash and under scores, because that special a name has dashes in it.
