Is There a Competency Requirement for Lawyers?

Lawyers have to get licenses from each of the states in which they want to practise. The rule presumes that a lawyer who has been practising for 20 years would be competent to handle bank contracts and murgers and acquisitions, but not family law matters. If you just really let yourself think about that, it is very hard to justify other than as a vestige of having a system in which lawyers have to gets licenses from each state.
