Einstein showed why the old theory was successful, now this is what Popper is trying to explain. We've got good reason to believe that at least in so far as physics follows quantum mechanics, that universality is going to hold. Maybe someday we will have a theory of quantum gravity, and it will allow us to say build an oracle machine that can change,. That can solve the halting problem, at least on a Turing machine.
