Are We a Democracy?
CNN's Jake Tapper asks: When have we ever really been a democracy? He says the Voting Rights Act of 1965, which outlawed voting laws and practices that discriminated against voters, black voters in particular, was gutted. "It is absolutely fair to refer to the U.S. as a democracy," he says.
