Think Tank leader Tom Zoellner speaks to CNN from the US embassy in London. He says it's been a busy 15 or so months trying to put an economic net around Kremlin and its war machine. 'It's not going as well as we would like... I don't have the power they do' But he adds: 'I was certainly surprised by the coordination between Brussels, 27 member states that are famously uncoordinated' The package of massive and targeted sanctions approved tonight will have maximum impact on Russian economy and political elite - Zoellner.
