Ibn Khaldun argues that when food is scarce, men will always work together. He says the reward reaped by dividing labor between multiple people is so great it's exponential. The choice we have is either act as atomized individuals where we can't reliably get enough to eat or work as a group who generate a huge surplus. This leads to luxury and those who can resist the corrupting power of luxury are very few.
