David Frum: It's easier to explain why somewhere in Northern Europe would have an industrial revolution than it is to specifically locate it in England. He says the UK had a population boom that magnified the effects of technological changes. The British exported by power and at the end of the bayonet the goods of the industrial revolution, he says.
