Arms control was used as a tool to manage the nuclear competition with our primary enemy, the soviet union. We learned all too late that arms races don't bring security. There is no such thing as nuclear superiority. At one point the united states had ten times the nuclear weapons we had to day. The treaty of rortia is no longer in existence after Donald trump withdrew from it. But i think ou're right: Arms control has played a role over the last decades but we have just like washington and everything has become controversial.
