As biotechnological capabilities advance and risks proliferate across the world I think it's really important that we are proactive about putting good governance in place. This is why when we previously talked about the biological weapons convention I was talking about the countries that are not yet signatories or that haven't yet ratified the convention they fall into two rough categories one is Israel as Jesse mentioned Egypt and Syria where there's some really foreign political reasons pertaining to broader geopolitics and security politics. Then there is another category of countries about a dozen or so that are fairly small countries fairly resource constrained that have not yet joined the convention.
