Negotiation in a Swarm Team

A swarm team is a group that might not have ever worked together before. They're summoned from their normal life to converge on a problem set, solve a problem and then usually they dissipate back when that solution's gone. So the opposite of a swarm team in some sense is like a professional basketball team. You can't train a swarm team or a crash team as well as you can train a basketball team because there's so many variables in a very basic situation.
