Is There a Real 100% Transfer of Technology?

India has been developing the Kaveri engine for a very, very, very long time from the 1980s or something. It's right now able to produce around 70 or 80 kilo Newton's of thrust which is not very bad, but it is kind of underpowered. The current run that's a dilemma that India is currently wrestling with. We do have this AMCA program and another TEBTE twin engine deck based fighter fighter jet program.
