Immigration has been a thing that for most of post-war history, the British people have not been very keen on. For much of three generations of politics, immigration has been kind of coded as a thing which in the abstract is a bad thing. That's quite a revealing parallel, I think, because if you're talking about less crime or less global warming, then you'retalking about things which are accepted as not being good in the abstract.
