In 1971, the BIS calls the standing committee on the euro currency market. They meet and they decide to have a standstill agreement where central banks will no longer deposit their own funds in the euro dollar market. There was some concern that when the Bank of Italy puts dollars into the euro dollars, then those get relent and redeposited. The problem is there's not much else to do with your money.
