How to Build a National Curriculum

If the slate's been wiped clean and you've got to build it up from scratch, what are some of the key principles that would be involved? I'd focus very heavily on making sure that every single child has what I refer to as the non-negotiables in place. Then what I do is I would drastically raise the bar at the end of schooling.
