The date of foundation of that city Tenochitlan is 1345 approximately and then they defeated a neighboring city called Azkapod Salco in 1428 becoming the dominant power in the region. They had 489 tributary towns so they weren't actually directly centralizing power in their city but allowed other cities to rule themselves. That reminds me a bit of the Delian League in particular because actually they were all speaking similar or more or less mutually intelligible languages.
