Liquid, it's a push thing, a bit like Bitcoin. You can have an address and I can just pay you without you having to be online or things like that. It's got confidential transactions, whereas Lightning's even quicker. The Federation are the ones who run the signers, the block signers,. They're in charge of the entry and exit, pegging, peg out to Liquid.
