As we become more integrated with technology, the more data we are producing of a non content variety, the more unsatisfying the division between meta data and content data is going to seem. So first on more robust oversight. The second is to distinguish more clearly between criminal law and national security. And third is to look at our existing legal doctrine and to alter it, both statutory and constitutional interpretation, to take account of a ditial world.
