Can You Plant Whole Seeds of Seagrass?

Seeds are planted in a vat of sediment. The plant material rots away, and you've got these quite woody, a carapa seeds that then drop to the bottom of the ar of the vat. It's almost like underwater blackberry picking. You then replant the seeds. Can it make a difference? At the moment, what we're doing is small scale and am, that's never going to transform our oceans.
