The Aztec Empire and the Tlashkalans
The administration of the empire was conducted along a remarkable communications network made up of well tained roads heading to every town and village. There were no horses in the americas, so messages were carried by runners stationed every four kilometers or so along the roads. Each messenger would run those four kilometers and then pass on the message to the next runner. In this way, messages could pass the whole length of the empire in only a matter of days. But the aztecs didn't rule with kindness. Their soldiers and tax collectors were hated. They took the people's food and goods in taxation, took their people for sacrifice and brutally put down any resistance.
