The Challenges of State Budget Deficit Management
States are in theory not supposed to run budget deficits for their operations. Every state except Vermont is required by its constitution to balance its budget over here. So when you have a good period like happened for states during the pandemic, this sort of perversely good fiscal period, states are supposed to sock that money away in rainy day funds. Did we see states doing those things? Many states did and rainy day funds are all time high.
