Steven Young from the Union of Concerned Scientists: "They're making use. They're making plans for what the world would look like if there is a tactical nuclear weapon" He says Russia should not be confident they can ever keep nuclear or limited and therefore shouldn't do it. We have never fought a nuclear war, so no one knows what will happen,. So let's just not try it and not find out," he said.
