People were not willing to act without direct orders either because they just feared being hung out to dry if they guessed wrong. They had a certain sympathy for maybe Pragosian and the fact that he's looking after his guys or his critique of the government apparatus as a whole. So suddenly he found himself with even if it was all 10,000 but I would say 4,000 troops on the outskirts of Moscow. Sure they could get into Moscow but what are they going to do then? That will really be equivalent to you know a terrorist hostage taking situation.
