What's the Best Use of Resources?

There's just not a lot of certainty as to how to help because there's like, okay, military assistance to the NUG. Having China, India, Bangladesh, Thailand and Laos as your neighbors also makes this just incredibly challenging. You can't access the country in the way that you can for Ukraine. And even within the US government, there's like a very robust interagency debate about exactly what is the best form of assistance.
