The Three Types of Transactions in a VPP Transition

The retail distribution utilities are what most folks imagine is on the other end of a VPP transition. In some cases, the utility might actually be acting as the aggregator and controlling the devices. There's not a dynamic tariff under which customers can respond directly on demand to a local utility's grid conditions. But these are fairly similar to the ways that VPPs participate in structured wholesale markets.
