Is There a Unitary Board?
There was a sense of self-restraint at the same time that parties in power would not push it too far. The Unitary Board really involves the chairman in a way that was not the case under either the governor's or the BBC trust model. And I think it's a question of much greater degree of involvement as well, although there was always political interest and huge rounds of political rounds about the BBC. It doesn't mean that he would have been a sensible thing for him to do. In his situation, I would not have done that.
